Fluency test requirement changed for IELTS in Ontario
I heard that OCP changed fluency test Req. for IELTS, Toefl , Melab .e.g., overall 6.5 is acceptebale in IELTS , is that true? if it is so, what about BC and Alberta? please provide me more Details . Thanks

Of all the exam acceptable in B.C., which would you recommend that is, the easiest and cheapest and with a center near my city(I live in Kelowna and would want to give the exam as soon as possible after the OSCE).

That is a very tough question. I do not have personal knowledge of all the possible fluency tests. All I can tell you is that I personally took the TOEFL IBT, which is an entirely computer based test held and supervised in designated exam centres. This test costs about $185, I believe they are all around this price. The good thing about this test is you fulfil all the fluency requirements in one exam rather than having to do the exam in several parts. The exam took about 4 hours and was pretty intense. English is my first language and I found it pretty taxing but I still did fine.
Looking at the the TOEFL: Exam Centre Site, I see there is a TOEFL centre in Kelowna.
Sorry I can't be any more help than that. I hope other members might add their experiences of various fluency exams to this forum.

I have taken the TOEFL exam three days ago, but looking at the minimum requirement in B.C. has put me in confusion; 27 for spoken. Is this 27 out of 30? Can such a high score be achieved in English? It's almost full marks! :?
In BC the minimum score for the TOEFL iBT is 27. This is consistent with NAPRA's language proficiency requirements.
This score is absolutely achievable. Another thing to bear in mind is that there is some built-in allowance for error in this marking system. Although it is not mentioned on the BC pharmacists website, NAPRA recommends that pharmacy regulatory authorities allow for +/- 2 margin of error on the spoken test and +/- 3 margin of error on the written test. This effectively means the acceptable pass marks for the spoken test should be between 25 (27-2) and 29 (27+2. Of course up to 30 is a pass too.) The acceptable mark for the written test is therefore between 22 and 28 (up to 30) and the overall acceptable pass mark will be between 92 and 102.

Yes fluency test is compulsary for all provinces.

Take a look at the OCP Language Proficiency Page..
The way I read this, the OCP will take IELT scores of 6.5 as the minimum pass rate (7 +/- 0.5 allowance for error). The table provided on the page listed above shows the scores required for all the fluency exams. Basically the minimum pass mark can be found by taking the total minimum score and subtracting the standard error of measurements.
Alberta requirements can be found on the Alberta English Fluency Requirements page and BC requirements on the British Colombia English Fluency Requirements page.
